What is a Performance Solution?

The National Construction Code (NCC) Volume 1 sets out the technical requirements for the design and construction of buildings in Australia. One of the key elements of the NCC is the ability to provide a Performance Solution, which allows for alternative solutions to be proposed that achieve the same level of performance as those specified in the code.

When may a Performance Solution be required?

A Performance Solution may be required in situations where the standard solutions specified in the NCC are not practical or cost-effective for a particular building project. This could be due to a number of factors, such as site constraints, the use of the building, or the design of the building.

An example of when a Performance Solution may be required is when a building is being designed to meet the needs of people with disabilities. The NCC specifies certain requirements for accessibility and mobility in buildings, such as the provision of ramps and handrails. However, if the standard solutions specified in the NCC are not practical or cost-effective for the building project, a Performance Solution may be proposed that achieves an equivalent level of performance through the use of other means, such as the use of lifts or the installation of automatic doors.

Part D3 of the BCA

Part D3 of the Building Code of Australia (BCA) sets out the requirements for Access and Egress facilities and facilities for people with disabilities. This part of the code is relevant to the provision of Performance Solutions in relation to accessibility and mobility, as it sets out the minimum level of accessibility required for various building elements such as ramps, handrails, and door widths.

A Performance Solution in relation to Part D3 of the BCA may involve the use of alternative materials or systems that provide an equivalent level of accessibility to those specified in the code. For example, a building project may propose the use of a platform lift instead of a ramp for accessibility for people with mobility impairments.

In conclusion, the NCC Volume 1 allows for the provision of Performance Solutions that provide an equivalent level of performance to that specified in the code. This allows for flexibility and innovation in building design and construction, particularly in situations where standard solutions are not practical or cost-effective. Part D3 of the BCA is particularly relevant to Performance Solutions in relation to accessibility and mobility for people with disabilities.
